Sask Wheat Annual General Meeting

The Sask Wheat AGM will be on Monday, January 9, 2023 from 10 am to 11:30 am in Hall A at Prairieland Park in Saskatoon, Saskatchewan during the Crop Production Show.

Producers and observers may register to attend in person or online. A registered wheat producer, who is a producer who has paid a check-off to Sask Wheat in one or more of the previous two crop years (August 1, 2020 to July 31, 2022) and has not requested a refund in the most recent year a check-off was paid, are eligible to vote on motions and introduce and second resolutions. Voting will be available for those attending online and in person.

Farmers and industry representatives from private and government organizations may attend any AGM as observers.

RESOLUTION NOTICE

The Saskatchewan Wheat Development Commission (Sask Wheat) Board of Directors will put forward a resolution to increase the Sask Wheat Board size from 7 to 8 Directors at the Sask Wheat Annual General Meeting (AGM) in January 2023.

If supported by Sask Wheat’s producer levy-payers, the next Sask Wheat Board election in the fall of 2023 would have 4 Director positions available to be contested for new 4-year terms, with newly elected Directors taking office at the 2024 AGM.

An increased Board size will ensure that the Sask Wheat Directors can continue to successfully fulfill their mandate of, and commitment to, representing Saskatchewan wheat producers. An important component of this work is to ensure that Saskatchewan wheat producers’ voices are heard regarding issues impacting them across the entire agriculture sector and beyond. This requires both formal and informal memberships, partnerships, and active participation by Sask Wheat Directors in a wide variety of agricultural organizations, committees, and initiatives, throughout the entire agriculture supply chain and its supporting regulatory/policy framework, including filling Board and committee positions with a number of organizations.

This necessary work results in a heavy workload for the Sask Wheat Board members that would be mitigated through the addition of another director. As the organization representing one of the largest groups of agricultural producers in Saskatchewan and Canada, Saskatchewan wheat producers, it is imperative that the Board can continue to represent its levy-payers widely and effectively.

RESOLUTION NOTICE

Following consultations with producer levy-payers over the last year, the Boards of Directors of Saskatchewan Wheat Development Commission (Sask Wheat) and Saskatchewan Winter Cereals Development Commission (SWCDC) will put forward a resolution at their respective January 9, 2023 Annual General Meetings (AGMs) to approve the amalgamation of the two organizations.

If this resolution is passed by producer levy-payers of both commissions, the two commissions will work with the Agri-Food Council to amend their regulations, with a target date of August 1, 2023 for amalgamation. A single commission named Saskatchewan Wheat Development Commission will then assume the mandate of SWCDC for winter wheat, fall rye, and winter triticale, including research, advocacy, market development, grower relations, and communications activities, in addition to the current mandate of Saskatchewan Wheat Development Commission for spring wheat and durum.

Proposed Amalgamation Resolution for Presentation at the 2023 Sask Wheat and SWCDC AGMs

Resolution – Amalgamation of the Saskatchewan Wheat Development Commission and the Saskatchewan Winter Cereals Development Commission

WHEREAS the Saskatchewan Wheat Development Commission and the Saskatchewan Winter Cereals Development Commission are focussed on maximizing value for levy-payers (i.e. producers of spring wheat, durum and winter cereals in Saskatchewan);

AND WHEREAS levy-payer value would be increased through efficiencies and benefits that would be gained through closer coordination between our organisations;

AND WHEREAS amalgamation will provide the greatest efficiencies and benefits to the levy-payers of the Saskatchewan Wheat Development Commission and the Saskatchewan Winter Cereals Development Commission;

THEREFORE BE IT RESOLVED THAT the Saskatchewan Wheat Development Commission and the Saskatchewan Winter Cereals Development Commission amalgamate under the name Saskatchewan Wheat Development Commission, with the amalgamated Saskatchewan Wheat Development Commission to assume the mandate of the Saskatchewan Winter Cereals Development Commission for winter wheat, fall rye, and winter triticale, including research, advocacy, market development, grower relations, and communications activities in addition to the current mandate of the Saskatchewan Wheat Development Commission for spring wheat and durum.
